ISO14000系列标准是在什么基础上制定的？

欧美一些大公司在80年代就已开始自发制定公司的环境政策，委托外部的环境咨询公司来调查他们的环境绩效，并对外公布调查结果（这可以认为是环境审核的前身）。以此证明他们优良的环境管理和引为自豪的环境绩效。它们的做法得到了公众对公司的理解，并赢得广泛认可，公司也相应地获得经济与环?境效益。为了推行这种做法，到本1990年末，欧洲制定了两个有关计划，为公司提供环境管理的方法，使其不必为证明信誉而各自采取单独行动。第一计划为BS7750，由英国标准所制定；第二个计划是欧盟的环境管理系统，称为生态管理和审核法案（Eco—ManagementandAuditScheme，EMAS），其大部分内容来源于BS7750。很多公司试用这些标准后，取得了较好的环境效益和经济效益。这两个标准在欧洲得到较好的推广和实施。
同时，世界上其它国家也开始按照BS7750和EMAS的条款，并参照本国的法规和标准，建立环境管理体系。另外一项具有基础性意义的行动则是1987年ISO颁发的世界上第一套管理系列标准—ISO9000“质量管理与质量保证”取得了成功。许多国家和地区对ISO9000系列标准极为重视，积极建立企业质量管理体系并获得第三方认证，以此作为开展国际贸易进入国际市场的优势条件之一。ISO9000的成功经验证明国际标准中设立管理系列标准的可行性和巨大进步意义。因此，ISO在成功制定ISO9000系列标准的基础上，开始着手制定标准序号为14000的系列环境管理标准。因此可以说欧洲发达国家积极推行的BS7750、EMAS以及ISO9000的成功经验是ISO14000系列标准的基础。 |
